Pará performs well in access to information and justice, but fails in participation and protection of environmental defenders
Pará scored 44.6 points in the Environmental Democracy Index, making it the second best-placed state in the Legal Amazon. Its performance is classified as "regular", with important advances in some areas, but significant weaknesses in others.
In the Access to Environmental Information dimension, the state scored 61.5 points ("good"), tying with Mato Grosso as the best performer among the states. It released data in 23 of the 29 categories evaluated, but still faces problems with updating, completeness and format.
In Access to Environmental Justice, Pará scored 60.3 points ("good"). It is one of the few states with a maximum score in the indicators of responsiveness to environmental and agrarian demands. It has specialized structures in three of the bodies assessed: the Judiciary, the Public Prosecutor's Office and the Public Defender's Office. On the other hand, it has no initiatives to expand access to environmental issues in remote regions and has no environmental police stations.
The dimensions Access to Participation (36.8 points) and Protection of Environmental Defenders (20 points) had the worst results, both classified as "bad". Regarding the latter, the state has a protection program, but lacks information and diversity in its collegiate body. There are also no protocols for action or training for public security agents in cases involving defenders.
Highlights of the Pará evaluation:
- Final score: 44.6 points - "regular" classification
- 2nd place overall among the states of the Legal Amazon
- Best results in Access to Information and Access to Justice - both with more than 60 points
- Worst results in Access to Participation (36.8) and Protection of Environmental Defenders (20) - both "bad"
- Positive points: specialized justice structures and good dissemination of environmental data
- Weaknesses: limitations in the functioning of participatory spaces and in mechanisms to protect environmental defenders
